Manhattan. A white Christmas. A black thought. Why are dogs only allowed off their leads in Central Park before 9am on a Saturday and Sunday morning? It is a really stupid - I'd go so far as to say cruel - rule. Obviously, it is sensible to make people with aggressive dogs restrain them in public places.
